Summary

This U.S. Public Health Service position reports to the TPSU deputy chief and is non-supervisory. The incumbent manages IHSC's Tasking Management Program, handling monthly information requests from internal/external agencies. Duties include tracking, coordinating, managing, clearing, submitting, and documenting official responses to ensure quality communication.

This position is only open to current USPHS officers.
USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES:
  1. The incumbent is responsible for administering, analyzing, and managing IHSC's requests for information and responses. The incumbent: directs task to appropriate IHSC staff for a response; analyzes responses; ensures response complies with IHSC writing standards and formats; facilitates response through clearance process; submits responses; and retains official responses on behalf of the agency. Actions include, but are not limited to: a. Stays abreast of, and follows, agency policies and procedures for requests for information (e.g., Freedom of Information, Privacy, writing style guide). b. Receives and analyzes task to clarify specific information requested of IHSC. Researches related tasks and historic responses to ensure the IHSC response is consistent. Triages and prioritizes taskings. c. Routes the task to the appropriate IHSC staff and provides appropriate support (e.g., templates, directions). d. Enters and manages all tasks using the IHSC Task Management System (ITMS). e. Serves as a liaison between IHSC staff and requestors to clarify tasks and resolve issues. Convenes and coordinates staff on complex tasks where multiple units or facilities are involved, as needed. f. Negotiates suspense dates and provides updates on tasks in-progress with requestors (e.g., ICE offices who request information). g. Monitors progress to ensure timely responses. Establishes internal (least burdensome) due dates for IHSC staff and clearance officials and follows up as needed. h. Confers with IHSC staff on substantive issues and provides technical guidance. Advises IHSC staff on policies and procedures relevant to taskings. i. Coordinates, reviews, and edits responses IHSC staff provide. Utilizing agency policy, agency procedures, and agency writing style guide, ensures IHSC is responsive to the specific request, and the response is acceptable for submission. j. Facilitates and obtains appropriate clearance prior to submission to requestor. k. Prepares and submits a consolidated, professional response.
  2. Develops, maintains, and implements task management policy and procedures.
  3. Provides progress, status updates, summary reports, and workload analyses directly to the TPSU deputy chief. Communicates issues related to tasks, software, and procedures to team, TMP program manager and TPSU deputy chief. Works as part of a team to resolve issues impacting the program.
  4. Plans, develops, and delivers training sessions related to IHSC task management.
  5. Reviews unit operations. Develops, recommends and, as appropriate, implements strategies to accomplish workload, improve performance, and achieve efficiencies in the unit.
  6. Leads and/or contributes to special projects of strategic, operational, and tactical importance.
  7. Performs other duties as assigned.

Qualifications

PHYSICAL DEMANDS:
  1. Sitting and/or standing for extended periods of time [6-8 Hours].
  2. Working duty hours in shifts, or during evenings and/or weekends.
  3. Performing repeated bending motion.
  4. Average manual dexterity for computer operation.
  5. Phone use for extended periods of time.
MEMORANDUM OF AGREEMENT
U.S. Public Service Commissioned Corps officers are detailed to Department of Homeland Security as described in a Memorandum of Agreement.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  1. A master's degree or higher from an accredited institution plus a minimum of five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of public health programs.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities within the scope of clinical license in times of critical needs within the agency.
  3. Must possess and demonstrate proficiency in common Microsoft Office Programs, specifically Microsoft Word, Excel, Outlook, and SharePoint.
  4. Ability to communicate effectively in both written and oral formats to perform the functions/duties listed above. Must possess the ability to edit and format in accordance with agency writing style guide and federal plain language requirements.
  5. Requires a broad and extensive knowledge of the IHSC health care system, program principles, missions and functions and applicable correctional health care standards.
  6. Ability to professionally interact effectively, and collaborate, with other IHSC, ERO, ICE, and DHS offices, as well as all levels of management.
  7. Must obtain knowledge and demonstrate proficiency in task management procedures and policies (e.g., Privacy, FOIA).
  8. Maintain a high degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues. Ability to assess, plan, organize, and complete multiple tasks and responsibilities simultaneously.
  9. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.
  10. Preferred for incumbent to possess or obtain knowledge in applicable detention health care standards (e.g., ICE National Detention Standards, applicable federal laws).

However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission. | Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position. | PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.
