Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT: must submit a copy of your transcripts: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Evaluation of Experience for Grants Administration Positions: For positions at grades GS-12 and above involved in professional work in grants administration, qualifying experience is considered to be experience in grants administration in areas of science, medical and healthcare fields similar or related to the work of the position. Such experience must have involved professional judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.

Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the specified entry grade (generally grade GS-5). Applicants who wish to qualify for positions at higher grade levels (generally grade GS-7 and above) must also meet the requirements shown in the table on page IV-A-22, in addition to meeting the basic requirements.

The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in experience directing enterprise-wide programs, developing policy, supervising personnel, managing organizational change, and advising executive leadership. Proven ability to lead cross-functional teams, build strategic partnerships, improve operational performance, and implement data-driven solutions. Skilled in executive communication, workforce development, program oversight, and interagency collaboration to achieve mission objectives and organizational priorities.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This announcement establishes a pool of candidates to fill future positions. We accept applications continuously during the open period of this announcement. 2. Knowledge of managing and administration of fitness and sports facilities, equipment, programs, staff, and related contract processes and ability to use this knowledge to interpret, apply, evaluate, and/or revise fitness and sports related standards, instructions, manuals, training courses, visual aids, and other correspondence applicable to programs DAF wide.
3. Skill in developing new procedures that could be implemented to effectively respond to requests for assistance from fitness center directors/staff, FSS leadership, and installation commanders.
4. Skill in developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training resources, and achieve overall effectiveness in order to meet identified training requirements.
5. Skill in survey design, administration, and evaluation to identify program status and appropriate directions.
6. Ability to effectively articulate oral and written ideas and expertly compose correspondence.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
