Summary

About the Position: This position is organizationally assigned to Maternal-Child-Infant Nursing, Directorate of Nursing Services, Naval Medical Center Portsmouth. The Mother Baby Unit is responsible for rendering highly specialized antepartum and postpartum care to the obstetrical patient and newborn. The Complicated Obstetric & GYN Surgical Unit (4E) is responsible for rendering highly specialized antepartum and postpartum care to the obstetrical patient.

This is a Direct Hire Solicitation

Duties

Provide highly specialized nursing care to the complicated obstetrical patients and newborns, and to provide care to the routine obstetrical patient and infant. | Utilize advanced nursing assessment skills to identify difficult patient care problems, to formulate complex plans to meet patient care needs, and to continually revise goals and objectives according to changes in maternal/fetal/newborn status. | Provide highly specialized nursing care to the complicated and routine postpartum obstetrical patient and newborn as well as the GYN medical/surgical patient. | Administer and monitor oxygen therapy and utilize intensive pulmonary care techniques as needed. | Respond decisively to changes in maternal/fetal/newborn conditions, providing immediate and appropriate measures according to Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS) and Neonatal Resuscitation Program (NRP) protocols. | Assist in the direction and coordination of unit Basic Life Support (BLS), ACLS, and NRP efforts. | Operate and monitor the performance of sophisticated equipment used in the care of complicated obstetrical patients, including, but not limited to, electronic fetal monitors, EKG machines, infant resuscitation equipment, and infant warmers.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Nurse (Mother/Infant Care)

Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Exam In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position which include providing care to the routine obstetrical patient and infant; Utilizing advanced nursing assessment skills to identify difficult patient care problems. to formulate complex plans to meet patient care needs, and to continually revise goals and objectives according to changes in maternal/ fetal/newborn status; providing highly specialized nursing care to the complicated and routine postpartum obstetrical patient and newborn; responding decisively to changes in maternal/fetal/newborn conditions.


Basic Requirements for the GS-11 (or equivalent) Grade Level

In addition to the above requirements, applicants must meet one of the following requirements:

  • Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
  • At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.

Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Requirements

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. | Incumbent must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. | This position is a Department of Navy Civilian Drug Testing Designated Position (TDP) subject to applicant testing and random employee drug testing. | Basic Life Support (BLS) certification. | This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
